Assalamu Alaykum. What is the ruling on vocal music that we hear in today’s songs, and the instrumental music that we hear in [TV and radio] news? I am truly confused, because whenever I hear the news, I must hear the music at the beginning, the end, and during the breaks of it. So what is the ruling on that? Also, what is the ruling on cell phone ring tones, and what is the ruling on current songs of female and male singers? I am referring to audio only and not videos, as I already know the ruling on videos. So is it permissible to listen to this music? Please give us the ruling supported with proofs and references, and may Allaah reward you with good.

In the name of Allaah, the Benevolent, the Merciful. All praise is due to Allaah, and peace and blessings be upon the Messenger of Allaah, his family, companions, and those loyal to him. Most songs today and what comes along with them from musical instruments are indeed the devils’ psalms, and those who love such music are the ones who purchase idle talks (i.e. music, singing) to mislead (men) from the path of Allaah. However, there is a difference between listening on purpose and hearing music without intending to listen to it. Texts and statements of scholars indicate that it is only unlawful to listen to music intentionally. Thus, whatever music you hear without seeking to listen to it or paying attention to it - such as in the news and the musical breaks that the documentary programs have - it is forgiven as you did not watch these programs with the intention to listen to music. And Allaah, the Most High, knows best.
