Question
What is the ruling on congratulating non-Muslims for their holidays?

Answer
In the name of Allaah, the Benevolent, the Merciful. All praise is due to Allaah, and peace and blessings be upon the Messenger of Allaah, his family, companions, and those loyal to him. Allaah has commanded us to be kind and just to non-Muslims who show no enmity to Muslims. He also allowed us to marry the chaste women from the People of the Book [i.e. Christians and Jews], as well as made their slaughtered meat - that which is not slaughtered for anyone but Allaah - lawful for us to consume, in addition to other known matters that can be looked for in the books that discuss such topics. The principle ruling is that ‘Eids (i.e. days of celebration) are a part of rituals and acts of worship and that each nation and group of people have their own rituals. Allaah has set for the people of Islam the ‘Eid of Adha and the ‘Eid of Fitr as our celebrated days. Thus, Muslims ought to celebrate only these days and neither celebrate, congratulate or participate in the shirk and innovations of other nations’ religious holidays and events. As for non-Muslims’ social celebrations, such as welcoming home a traveler, or safety from accident, or recovery from sickness and so forth, such celebrations are lawful for us to partake in because celebration days are taken as a part kindness and justice towards them, as Allaah has commanded us. And Allaah, the Most High, knows best.
