The making for the missed prayers by menstruating women

To what extent is the answer to the following question true?

What are the prayers that a woman must make for after purification from menstruation or puerperal bleeding?

Sheikh Abdullah Ibn-Jabrein answered saying, "If the woman becomes pure after the sunset prayer time has started, she prays the sunset prayer only. If she becomes pure before noon prayer, she does not have to make for any prayer. If this was after evening prayer before it is dawn prayer time, she prays both the sunset and evening prayers. On the other hand, if she got her menstruation after the start of a prayer time, she has to make for it after she becomes purified, whereas if she becomes free from menstrual blood before the dawn prayer time is over, she has to make for this prayer. In other words, if she gets her menstruation after the call for any prayer is made and it is prayer time, then this specific prayer becomes a debt which she has to fulfill after she is purified".

Sheikh Ibn-Baz, may Allah have mercy on his soul, says, " If a menstruating or puerperal woman becomes pure before sunset, she must pray both noon and afternoon prayers; this is the more sound of the two opinions of the scholars. Similarly, if she becomes pure before dawn time, she has to pray both sunset and evening prayer, because the time of both is the same in the case of  the excused such as the ill or the traveler". The Permanent Committee for fatwa (legal opinions) stated in one of its legal opinions (6/158), "If a woman becomes free from menstrual or puerperal bleeding before an obligatory prayer time is over, it becomes dutiful on her to make for this prayer and the previous one combined to it. Thus, whoever is pure before sunset, has to pray both noon and afternoon prayers and whoever is pure before the second dawn has to pray both sunset and evening prayer.

The jurisprudence issues have several aspects. One should act according to the more preponderant view and should not deny others' opinion in adopting the other view. His Eminence Sheikh Ibn-Jabrein is an honorable scholar. We are of the view that the legal opinion of the Permanent Committee is nearer to the right and worthier to be followed. And Allah knows best.
