Question

In the Name of Allah The All-Merciful, The Ever-Merciful

My question, Your Eminence, is about Zakat.

I lent someone all my money. We agreed that he will pay the loan back as monthly installments as his salary is all he has. He paid an amount that fulfills nisab (basic minimum) but a year has not yet passed. Do I have to pay Zakat this year from this amount of money?

Praise be to Allah; Prayers and Peace of Allah be upon the Messenger, his household, his companions and his followers.

The rule concerning the Zakat on debts that it is paid yearly if the debtor is well-off and admitting. If he is insolvent or denying then its Zakat becomes due only when you collect it and is paid for one year only, even if the money remained with the debtor for many years. And Allah knows best.
