Is it permissible to bury a Shia'a Muslim in a Sunni Muslims cemetery?

Unless he declared before his death an action or a statement that has no interpretation but to be an apostasy while being fully aware of the consequences of his action or statement, burying a Shei’e Muslim in a Sunni cemetery is allowed. Shie’e people are Muslims- especially the laymen amongst them- unless otherwise proven.
