Assalaamu alaikum! Who are allowed & eligible to do tawaf & sai' on wheelchair?

Are the ones who after doing 4,5 rounds get very tired are also eligible? Please explain ?

Handicapped, very tired and sick people, elderly, and the like can use wheelchair as needed.

If young and healthy people got extremely tired and have no time for rest then resume, they can use wheelchair too.
