Assalamu alaykum, Is it halal to apply to the visa lottery or green card lottery program for immigration? Is it considered a form of gambling? Please let me know. Jazzakum Allahu khayran

The governments of the countries that offer such “lotteries” do not ask for money to join them. This precludes them from gambling.
